CSTV became CBS College Sports this week, part of an effort to make the not-as-widely-distributed-as-CBS-would-like channel a more widely known, substantial outlet.
The new-look channel re-launched with new studio shows focused largely on a certain college basketball tournament shown on the CBS mothership.
CBS College Sports hopes to compete more effectively with ESPNU in the world of games that are not quite big enough to appear on CBS or ESPN or ESPN2.
At some point I'll write a story explaining how and why these channels have so much trouble getting on Cablevision and other big cable companies.

This network is awful. They have some Mountain West (football and basketball) games that the conference didn't pull from them to give to Versus, a few A-10 games and Patriot League games and Army and Navy football. They should have done a few of the A-10 conference championships, but didn't. They should also try to get WAC and MAC Conference football and basketball for themselves and maybe the football package that TBS used to do. If you like softball, lacrosse, field hockey and women's basketball this network is for you.

CSTV is so cheap they did a hockey game from Madison Square Garden with their announcers not on site - they were in the CSTV studio 10 or so blocks away! A Cornell game to boot!
Reason why they're not on the local cable nets is that they have nothing to offer locally, most of major local college sports is rights wise gobbled up by ESPN, then divvied up between the MSG networks, SNY and YES.
Neil, let me write your story for you in four words: "The Dolans are evil". You can change the name for other systems.
