I'm fairly sure he did say something similar. It went down in postseason history alongside Lou Pinella's guarantee of a game 6 in the 2001 ALCS.
I think the comments from Hunter and Pinella in 2001 are apples and oranges.
Hunter is talking trash and was a little cocky after his team clinched a playoff spot and celebrating in the clubhouse with his mates.
However, Pinella's "guarantee" that his team would win was a ploy to try to motivate his guys because they had just gotten their butts kicked by the Yankees.
His team had won 116 games and were clearly the favorites to go to the World Series that season, but they were getting outplayed.
I don't fault Pinella at all for those comments. Trying to motivate your struggling team isn't the same thing as Hunter's cockiness.

To be honest, I really don't have a problem with what he said. He didn't say the Yankees are a bad team. He didn't disrespect the Yankees, he just said he wants a rematch and some revenue. He should. We beat him twice? Would you have a problem if Posada said, we want the Red Sox in the ALCS because we want to beat them for '04? I would not and that's the same type of comment. Torii is a professional athlete, he should be competitive. What is he going to say "Gee whiz, anybody but the Yankees, I'm scared?". Come on!!
