Congressional Republicans, especially those in the House, wanted a photo op of President Bush signing the “Secure Fence Act of 2006” and today they got it.
With illegal immigration being a major issue for many voters, and not just conservatives, House Republicans badly wanted the fence legislation heading into the mid-term elections.
For the House GOP, it was a chance to try to get on the right side of those voters for whom combating illegal immigration is a priority.
It also presented Republicans with another opportunity to hit Democrats on the security question, as in who can keep Americans safer, Republicans or Democrats?
To wit, here is a statement issued by “The Majority Project,” which is operated by staffers of House Majority Leader Rep. John Boehner.
REPUBLICANS have moved quickly to fund THE SECURE FENCE ACT
October 26, 2006
Today President Bush signed into law the Secure Fence Act – authorizing the construction of 700 miles of reinforced fencing along the southwest border and marking another significant border security accomplishment for Republicans.
A key question many are asking is how will the project be funded? Republicans have already began providing funding for the fence through the FY 2007 Homeland Security Appropriations bill – signed into law October 4 – which provides $1.2 billion to begin construction of the border fence as well as other border security measures such as vehicle barriers, tactical infrastructure and state-of-the-art technology. Since the fence will take several years to build, this funding is the first installment and Republicans will provide whatever funding is necessary to complete this project.
Would Democrats provide funding to build 700 miles of fence to help secure America’s borders? Of course not. Capitol Hill Democrats OPPOSED the Secure Fence Act signed into law today, and as a result a Democrat Majority wouldn’t spend another dime to build this fence and secure our borders. Democrats have routinely supported weakening security and offering special benefits to lawbreakers, and that’s why the American people strongly support Republicans’ efforts to make border security our first priority.
In total, the FY 2007 Homeland Security appropriations measure – signed into law on October 4 – provides $21.3 billion for border protection and immigration enforcement, including $2.27 billion for border patrol, adding 1,500 new Border Patrol agents, for a total of 14,800; $1.2 billion for border fencing, vehicle barriers, technology and infrastructure; and $4.2 billion for Immigration and Customs Enforcement (ICE). Since 1995, Republicans have quadrupled spending on immigration related border security and enforcement, from $1.2 billion to $12.7 billion, more than doubling the number of Border Patrol agents in that time.
Republicans believe fencing, along with other security measures like barriers and state-of-the-art technology and surveillance, will make a real difference on the border and we will continue to make border security our first and foremost priority. The fact is, Capitol Hill Democrats have no plan for securing the borders.
The Democrats struck back, accusing Republicans of “grandstanding.” Here’s a statement from Rep. Steny Hoyer (D-Md.) who holds the second highest post in the House Democratic leadership.

WASHINGTON, DC – House Democratic Whip Steny H. Hoyer (MD) released the following statement today after President Bush signed the Republicans’ “Border Fence” Bill into law:
“No one in America should be fooled by the trumped up bill signing ceremony at the White House today. This new law is nothing more than a cynical, vain attempt by Republicans to try to show some accomplishment on border security where they can claim none.
“In reality, this new law is a quintessential example of the Republican Party’s political grandstanding and empty rhetoric. The truth is, this Republican Congress has failed to even fund the construction of this 700-mile fence, which will cost an estimated $2 billion to $7 billion. Furthermore, the way the fence is defined in this Republican legislation is not even supported by the Bush Administration.
“Again today, with this signing ceremony, we see the Republican Party acting out of political desperation. Rather than work with Democrats on border security, the Republican Party is engaging in a cynical charade that is designed to do one thing – try to score political points.
“In reality, House Republicans have repeatedly defeated Democratic efforts to enhance our border security over the last five years. By every measure, immigration enforcement has fallen significantly under President Bush.
“We need a real solution on this critical issue, not political stunts. Democrats are committed to a real solution on border security and believe we must take our nation in a new direction.”
The White House kept the event short, around six minutes. And the president was all-business, seeming to want to get it all over with as soon as possible.
The fact that he was there signing a border-fence bill clearly wasn't his idea of a good time. It represented a political failure.
Bush had hoped to be signing a comprehensive immigration-reform bill that included a path to citizenship for many of the estimated 11 million illegal immigrants in the country.
Instead, he had a small-bore bill that had angered many Hispanic Americans and Mexico, a country he had once hoped to forge a much closer relationship with.
But today wasn't about what Bush wanted; it was about what House Republicans wanted.
Expect to hear a lot more about the border fence from both sides in the time between now and the election.

Border fence is a farce. We'll know admin and Congress are serious about regulating illegal immigration if they seriously enforce the laws we already have on the books, and bring legal action against those large companies that hire folks lacking authorization to work in this country. (Going after the larger employers first -- with some major fines that would be very punitive -- might give smaller employers pause.)
As it is, this fence is smoke and mirrors. Federal money to contractors; insufficient to address the problem; window dressing only.
The American people see through this farce.

This signing may be 'too little, too late'. Apparently the Senate Republicans and even Pres. Bush are not overly concerned with losing Congress to the Dems. this year - or even the Presidency in '08, else they would have taken a firm stand regarding immigration months and years ago and forgotten about this "Give America Away"
program with amnesty. That is a real slap in the face to our ancestors and all other legal immigrants who still do it the right way - Just ASK THEM ! The immigration issue will certainly be the cause of BANKRUPTCY OF THE USA ! (And I might add - Very Quick if Dems gain ANY Control.)

The border fence bill is one step in the right direction. Ultimately, completely dealing with the issue of illegal immigration will be a bi-partisan challenge, it's a problem that's been let go and intentionally ignored for decades,
employer enforcement is part of it, city/state enforcement is part of it, and it'll probably mean having treaties with other countries so that illegal immigration gets dealt with effectively and thoroughly.

I am completely opposed to illegal immigration, but this is a joke. I support building a fence along the borders, but far more important is sanctioning the businesses that hire illegal labor. The dirty little secret is that the Republicans, at least the Bush crowd, SUPPORT illegal immigration as another example of corporate welfare and class warfare. It is Bush who has had amnesty on his agenda since DAY 1. The number of sanctions imposed on businesses for hiring illegals has dropped from thousands a year to less than a handful under Bush. Why? Because illegal immigration keeps wages down and corporate profits up. Its as simple as that.
That is why there is such internal debate going on within the Republican Party. It is a debate between, essentially, nationalists and corporatists. I know which horse I'm betting on.

Is there some republican support for this fence out there? I know this is an election tactic, but who do they thing they are fooling? Building a 700 mile fence to secure a 2000 mile border isn't going to do any good. There are places in Arizona and so forth were a fence isn't even possible. If you can't secure the border how are you going to secure a 2000 mile long fence? This is such a joke I'm not sure where to start. One more reason we should be looking at jailing the politicians who abuse our tax dollars. I hate to say it but the idiots who want to abolish our federal gov. seem to be gaining ground and most of them are right wingers.

Don't try to compare a wall to keep millions of illegal aliens out with the Berlin Wall. They're not the same. Anyone who thinks it's a good or a safe idea to have an open border, where 12 million people who are undocumented and desperate have crossed, should seriously reconsider why they are opposed to some security, finally. I am not a hick. I am just someone who thinks that allowing every Tom, Dick, and Harry cross the boarder, when less than half of them have a high school education, and any of them could mean this country harm, is stupid. Kudos to Bush and Congress for finally doing something productive. This is the single greatest country in the world, and I would hate to see it go down the tube even more because some people are too afraid of offending someone to do something.

The signing of this bill is an empty gesture.
Writing on a piece of paper is worthless unless it has resolve to back it up and there is NO resolve in this matter from this administration. If anything this administration seeks to establish a North Amercian Union comprised of Canada, U.S. and Mexico. (Check out North Amercian Union on Google)
This is a last minute gesture from a political party to deceieve voters into believing there is some worthwhile cause to keep the republicans in office. (Hey voters, look what we did)
Sorry, but they have shown what we can expect. A burgeoning federal deficit, a questionable war and loss of respect from many of the worlds nations. What the hell did Iraq have to do with catching Osama Bin Laden? That was supposedly the primary goal of sending troops to Afghanistan. Or was it just phase one of the attack on Iraq/Iran? A means of getting troops over there and build a base of operations with American troops on both east and west borders of Iran? It begins to look like the old Pincers play. Makes me shudder to think of what lies ahead if we have yet another republican administration. Can you say the words, Military Draft?

They should first complete the last 14 miles of "tortilla wall" between San Diego and Tijuana, and that they have been unable to finish since 1986! They ran out of money first, and then the new allocations were used to patch up the first part built... Is there a lesson to be learned there, by the way?
That is, before they embark in 700 miles of fencing through canyons, creeks, rivers, mountains, etc.
That fence will NEVER be raised. The funds will never be allocated; it is way too expensive (without counting the cost of MAINTAINING IT in the future)... Too expensive and too stupid!
We should build the fence around Washington; it is our politicians who feel threatened in their incompetence and lack of effectiveness!

This wall is an absurd expression of xenophobia.
I understand the need to have and enforce immigration laws, but I've got to say, I have tremendous respect for the courage of the individual illegal immigrants who brave so many dangers to come do hard work in the US so they can send money back to their families. That's commitment.
A far better approach than this wall would be to invest in strengthening Mexico's economy. More buying power there = more opportunity for our exports and more jobs for Americans here.

Another 21.3 BILLION DOLLARS down the drain plus what is that in Irak (9 Billions Dollars per month), is this the right way to run a Country or what? Let's forget about the 21.3 BILLIONS for a second and think of what we USA can do with those 9 BILLIONS Dollars per month here in the US. School, Hospital, Housing, Child Care, Health Plan, Luisiana, etc... just to mention a few. I'm from Texas (yeah Bush State) Sorry about that! In Luisiana along they need around 60 THOUSAND or more new budget homes at a cost of under $20,000 each but the goverment says they can only pay for 20,000. Why is that? Why our crisis in the Hospital? Why so many kids without insurance? Why so many homeless? Do you know that Mr. BILL GATES has builded close to 700 schools here in the US along, this is not his problem but here cares. The same guy was accused of monopoly a few years ago by the US Goverment, why is that? Maybe because he is making more money than the ones running our nation and they can't let that happen. Ladies and Gentlemans the money is there but by going to WAR not WORK each and every day one family is getting richer and richer every single day and you know who that family is. The ---- Family. After all they only have 14 months or until Dec 31, 2007 to make as much money as they can out of the WAR. Think about it, we have the power and money as a nation to be in much better shape but somobody has to step up.

This issue was an entirely farce political scheme to shift Americans attentions away from the travesty of thje Iraqi war. Anyone who doesn't understand that is a fool. There is nothing more dangerous today about illegal immigration than there was 30 years ago, or even 100 years ago, when Mexican Americans filled factories and maufacturing in the states shot up. Since companies have been outsourcing to thrid world countires, a major cause of the Los Angeles riots of 92 (as more than 30% of the South Central community was jobless, frustrated with cuts in social spending by both Regan and Bush, and horrible high shool systems maintaing a steady 70% dropout rate) republicans have lately found little need for the mexican labor force that once supported many of their industires. Republican politicans are businessmen. They work for money. Not for people. Bush is a buissnessman. Billions and billions of dollars are being donated to Bushes peers in Defense, Oil and Construction companies, such as Haliburton. Everyone dirty rebublican on that hill is getting filthry rich of dead bodies and desert fences, and the democrats are sitting around wimpering, "we are good at boarder safety tooo" insetad of tearing into the criminals who claim to be leaders, but are meare theifs of the poor, and neighboors with the elite.

Freedom of movement of Labor is as much a part of a rational capitalist free enterprise system as freedom of movement of goods and services.
The only rational policy is to make NAFTA really work. To me "El Muro de la vegenzua" means that NAFTA shouls be rechristened NAFF TA.
I live in Britain and to me the provision of the Treaty of Rome governing the mobility of Labor are an important part of it. Britain has benefited greatly. True there is a 7 year transition for Romania and Bulgaria. I think this a pity. If Bush were to promise to dismantle the wall within 7 years he might get a glimmer of sympathy.
No, the only solution is to look at the Mexican economy and look at the barriers to greater efficiency. An efficient Mexican economy will solve the problem.
BTW - The dregs of the British Tory are proposing NAFF TA as an alternative to the EU. Don't touch it with a bargepole!

And now how much will this fence cost that will be nothing more than symbolic? I sure hope you aren't an accountant. The news is that when one party (either one) has full control the dollars fly. We need to establish balance and accountability in our government and demand fiscal responsibility from whoever is in office. The Repubs as a majority have failed on a historical scale (as have the Dems in this state).

I trust the wall will go as far into the ground as above it. Will there be fences on both sides to prevent access so that the wall will not be compromised? Armed guards, 24/7? Will Halliburton get to build it, do the maintenance, keep it painted?
Before long, our Treasury is going to be as bankrupt as this administration. So much wasted, so little accomplished. So much debt--billions from the Democrats, trillions from the Republicans.
I doubt the Democrats could do worse, even if they tried.

Let's build more bridges and crossing terminals - spaced about 20 miles apart. That's 100 stations to our southern border. Next, man them with well trained people to process folks that want to leave and enter the U.S. Charge folks a toll to enter and leave, enough to cover the expense of the entire operation. Make work VISA's accessable and practical to anyone who wants one, new modern digital IDs so we can track them.
Next, change the laws so being in the U.S. without a VISA a crime. Fine them and send them back - deport them. Companies that hire aliens without work visa should be fined. If the illegal visitor pays a stiff fine, let them back in. Reward business that hire workers with valid work VISA and punish businesses that don't. It's all about money, it's always been about money. It will always be about money and control, not humanity. The people in power always care about profit so give them what they want.
I live in Texas, I see un-insured (and probably un-licensed) hispanic drivers all the time. They cause many of the accidents in our cities. Impound the vehicle and fine/deport the illegal alien. If the vehicle is registered to a business, fine the business.
