Here's a link to the Palin report from the Legislative Council in Alaska.
Palin abused her power by violating an ethics law requiring that official powers not be used to further "personal interest... through official action."
She fired her public safety director, at least in part, because of his refusal to fire her ex-brother-in-law, but she acted within her authority.
Her emails were never turned over to the investigating attorney, and the report was completed without them.
