He did, according to the campaign, try to call Clinton to congratulate.
On the plus side, he's spent the day delivering an economic message in white, rural Missouri. But as the night progresses, the strategy of ignoring West Virginia appears more and more debatable.
What does he gain by leaving the stage to Clinton?
If he recognizes that he needs to do repair work with blue-collar white voters of the sort that just rejected him in West Virginia, why isn't he using this as an opportunity to say that?
The look of it is that he doesn't care, which makes the hole deeper.
