Here's a new wrinkle in the drivers-licenses-for-illegals debate: A couple of county clerks upstate say that they'll issue the licenses if they have to -- but they'll also report any undocumented immigrants to law enforcement.
In most of the state, county clerks issue licenses, not the DMV. Many say they'll refuse to issue them to illegal immigrants, under the new Spitzer policy. Spitzer says they have to, and he's taking them to court. But, even if he wins, can he keep them from notifying immigration authorities? And how many illegal residents will come in to get a license if they know they're going to be reported?
