As we have noted before, all signs point to ample Republican efforts to make fun of Hillary Clinton's $5000-per-newborn "baby bonds" idea, which she now says was more a conversation than a serious proposal. But here's someone taking it seriously, and coming to the conclusion that it's not really that loony -- kind of like the Homestead Act.
