Giuliani moves to build credentials on Katrina disaster

Former mayor Rudy Giuliani looks to sell his crisis-management credentials in hurricane country as described here. A couple of years back, as the flaws in the disaster response to Katrina were emerging, Republican Rep. John Sweeney suggested that Giuliani could play a helpful role in the recovery. Memory can distort -- did that come to pass?
