Between 12 and 20 House seats.
Callaghan wins if NY City's total pecerentage of statewide vote is 27 or less.
Hevesi wins if NY City's percentage is 29 or more statewide.
If it's 28% the two of them shoot it out with Gatling guns at 15 paces.
